In September 2008, the Victorian State Government introduced Amendments to the Liquor Control Reform Act 1998. The objective of these changes was to amend the Liquor Control Reform Regulations of 1999 and establish minimum standards for surveillance equipment in high-risk licensed premises.
As a result of these changes, this may mean that CCTV security surveillance systems installed prior to September 2008 may no longer comply with the new requirements. These changes relate to various points about the CCTV system:
Standards for the minimum frame rate for cameras and recorders:
* These require a Digital Video Recorder (DVR) to record at least 5 frames/sec
* Alternatively a video cassette recorder must record continuously
Standards of Quality for stored images:
* Recordings must display the correct time and date stamp of the security camera;
* Identify the security camera number or camera location;
* When exported as a still image be capable of correctly identifying an individual's
face;
* If a digital video recorder, be in an open format whether or not the recorder can
prodcuce exported images in a proprietory format.
Other existing requirements for CCTV security systems include:
* Monitoring of all key entries to the venue - entry / exit
* Monitoring of all dance floor areas
* Store recordings for a mininum of 30-days
